The Blackwater International Coal Centre (BICC) was the “brainchild” of the CEO of the former Duaringa Shire Council in 2005 and was formed to display and provide key educational information to tourists and visitors about the history and contemporary uses of coal by way of a museum of artifacts, coal mining history, and messages about coal and various employees who have worked in the industry.
It was also envisaged as providing a recreational and meeting venue for local residents, travellers and businesses by the inclusion of a café, commercial kitchen (to cater for events), a “conference centre” for events and use by local businesses for meetings, educational classes and training, and also a cinema for showing movies to local residents and educational videos for students and visitors.
The BICC was established as a Not-for-Profit entity. It was the objective of the original Board of Directors that the BICC would need a variety of sources of funding; hence running as an independent financial entity not reliant on donations from local and international businesses to survive. This has been a challenging objective. BICC’s funding to date has been via donations, sponsors and revenue from its café, cinema, function centre, rental of meeting rooms and museum entry fees. Various institutions provide the BICC with in-kind support – such as the local Shire Council maintaining its grounds and gardens.
Securing additional and recurrent funding is an imperative for BICC to enable it to meet its core mission into the foreseeable future. It is also in need of a capital injection to contemporize the museum section, improve entry car parking and on-site roadways (e.g. kerb & channeling; drainage; bitumen surfacing; promotional signage) and general maintenance of the site infrastructure. The success of the proposed Art union would generate funds, thereby securing the financial stability of the Centre and enabling it to achieve it core objectives.
